Cesar Leon Juarez is the External Affairs Officer.

Mr. Leon Juarez joined ICSID in February 2025.

Prior to joining ICSID, he worked for 15 years with the World Bank Group, including roles as Communications Officer for International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) country programs in Central America; Communications Consultant for the World Bank in the Latin America and the Caribbean region; and Communications Consultant for International Finance Corporation (IFC) projects in Panama, Costa Rica, and Guatemala.

Mr. Leon Juarez holds degrees from the Universitat Autònoma de Barcelona (Master's Degree in Business and Institutional Communications) and Rafael Landívar University (Licentiate in Communications Sciences).

He speaks Spanish and English.
